The government is experiencing rough political weather. It has suffered two defeats in Congress. This has raised doubts about its ability to push ahead with reforms. It now faces two important votes in Congress - on the national minimum wage and income tax exemptions - and a ruling in the Supreme Court on the legality of a pensions reform enacted last year.
Further defeats would be costly, not just financially, but to the government's wider credibility. The rewards of the government's determination to stick to agreements with the International Monetary Fund are beginning to come through. But Brazil's reputation is far from secure: signs of backsliding are likely to be punished.
Mr Lula da Silva inherited a low-saving, heavily indebted economy with unmanageably high interest rates. At their peak, in September 2002, the spread of Brazilian dollar-denominated bonds over US Treasuries was an utterly unsustainable 24.4 percentage points. The new government had to choose between self-discipline and yet another damaging default. Rightly, it chose the former. Last year, the primary fiscal surplus of the consolidated public sector was 4.3 per cent. Interest-rate spreads fell to a low of 4.1 percentage points at the beginning of this year. The exchange rate also appreciated by almost a third from its low point in October 2002.
Almost inevitably, the rewards for this effort have not come at once. Last year the economy shrank by 0.2 percentage points. Unemployment also reached 13.1 per cent in April. But the trade surplus last year was close to $25bn. Even the current account was in modest surplus. Exports to China have soared. Above all, in the first quarter of 2004 economic growth reached an annualised rate of 6.4 per cent.
Yet such growth is unlikely to be sustained. The external environment is becoming harsher, with US interest rates expected to rise and China's economy forecast to slow. The interest rate spread has jumped to 7.5 percentage points. This merely underlines the necessity of having a fiscally disciplined, reforming government.
Times remain hard. They will continue to do so. The government must, accordingly, persevere. A low-saving country such as Brazil can achieve faster sustained growth only if it is fiscally disciplined and attracts large-scale inward direct investment. Having worked so hard to establish a reputation for sound policies, the government must convince both Brazilians and foreigners that it has the will and the capacity to stay the course. Without doubt, it can succeed. It must do so.

A Liga Internacional contra o Racismo e o Anti-Semitismo (Licra) convocou nesta terça-feira judeus e muçulmanos vítimas de agressões racistas a "ficarem unidos contra seu inimigo comum: a extrema direita". O chamado ocorre depois que o filho de um rabino foi agredido nos arredores de Paris e a casa de um funcionário muçulmano apareceu com pichações nazistas nesta segunda-feira em Estrasburgo (nordeste).
A associação mostrou preocupação com a multiplicação dos casos de racismo anti-semita e antimuçulmano na Alsácia, região da França que "ostenta um triste recorde de votos da extrema direita". A Licra declarou que a "repetição destes atos mostra a impotência das autoridades para pôr um fim a este ato, apesar das declarações de solidariedade de toda classe política republicana".
Segundo a associação, a prisão, o julgamento e a condenação dos culpados são as "únicas formas de destacar a solidariedade nacional" com as vítimas.

Neste final de semana houve uma rebelião na Casa de Cústódia do Rio de Janeiro. O embate entre a polícia e os bandidos, que possuiam mais de 50 reféns, durou mais dedois dias e o resultado final foi de 30 mortos... Ou seja, mais uma vez ineficência de um estado corrupção, fraco, e inépto....
